Asia Boosts security, Infrastructure cooperations with USA

US Unveils $2.5 Billion Southeast Asia Initiative Investments

  

 

Manila, Philippines | July 22 - 2026: The United States has announced an ambitious package of investments and strategic initiatives worth more than $2.5 billion aimed at strengthening security, technological cooperation, infrastructure, energy resilience and economic partnerships across Southeast Asia.

The announcement came as U.S. Secretary of State Marco Rubio visited the Philippines from July 21 to 23 for high-level meetings with ASEAN and regional leaders. The visit focuses on reinforcing the United States’ vision of a Free and Open Indo-Pacific, reaffirming support for ASEAN’s central role in regional affairs, and further deepening the long-standing alliance between the United States and the Philippines.

According to the U.S. State Department, Southeast Asia remains a strategically important region for America’s future security and economic prosperity. The new initiatives are designed to enhance regional stability while expanding opportunities for American businesses and strengthening cooperation with partner nations.


 

AI and Digital Technology Take Centre Stage


A major highlight of the announcement is the launch of the U.S.-ASEAN AI SPARK Initiative, part of the broader Pax Silica programme.

The initiative aims to accelerate Southeast Asia’s digital transformation by supporting the adoption of American artificial intelligence technologies in public-sector governance. The United States plans to provide financial and technical assistance to governments interested in deploying U.S.-developed AI platforms for government services.

In addition, Washington has proposed $10 million to modernise and strengthen the Philippines’ critical information and communications technology (ICT) infrastructure, improving cybersecurity and digital resilience.


Strengthening Energy Security


Energy security forms another key pillar of the new regional strategy.

The Millennium Challenge Corporation (MCC) has approved a $60 million Threshold Program for the Philippines to encourage energy-sector investments, strengthen institutional capacity and create new commercial opportunities.

The United States also announced:


  • $17 million for the Mekong Minerals Partnership to strengthen critical mineral supply chains.
  • $5 million under the Japan-U.S.-Mekong Power Partnership (JUMPP) to promote regional electricity markets, LNG development and advanced grid technologies across Cambodia, Laos, Thailand and Vietnam.
  • $4 million to support critical mineral exploration and investment opportunities in the Philippines.


Major Infrastructure Investments


One of the largest announcements is a $1.5 billion investment platform to accelerate energy infrastructure projects across the Indo-Pacific region.

The initiative, supported by the U.S. International Development Finance Corporation (DFC), represents the largest single investment project in the agency’s history.

Additionally, Washington plans to work with the U.S. Congress to provide over $100 million for strategic infrastructure development in the Philippines, particularly around Subic Bay within the Luzon Economic Corridor. Planned upgrades include expanded port facilities and fuel storage infrastructure capable of holding more than 120 million litres.


Joint Fight Against Transnational Crime


The United States has pledged $2.5 million to help ASEAN countries combat transnational crime, including cyber fraud, online scams, narcotics trafficking and money laundering.

To strengthen maritime security, Washington will also provide $9 million to expand a Philippine Coast Guard pier in Palawan, enhancing maritime law enforcement capabilities and operational readiness in the South China Sea.


Growing Commercial Ties


The announcement also highlighted expanding commercial cooperation between the United States and Southeast Asia.

Among the major developments is Philippine Airlines’ proposed purchase of up to 20 Boeing 787 Dreamliner aircraft equipped with GE Aerospace GEnx engines, a deal expected to deepen aviation and industrial cooperation.

According to the State Department, American companies operating in ASEAN countries secured commercial agreements worth over $14 billion during the past year. These investments are expected to support the creation of more than 40,000 jobs in the United States across sectors including energy, healthcare, aerospace, transportation and technology.


Expanded Defence Cooperation


Security cooperation remains a central component of the new partnership.

For Fiscal Year 2026, the United States plans to provide $100 million in Foreign Military Financing (FMF) grants to the Philippines, representing a significant increase over previous funding levels.

Other defence-related initiatives include:

  • $21.45 million for military education and training programmes across ASEAN nations.
  • Launch of a new IMET programme in Brunei and the resumption of military education cooperation with Cambodia.
  • $19 million to strengthen Philippine counterterrorism capabilities through training, investigations and intelligence sharing.
  • $6.5 million to provide the Philippines access to the Rhombus AI Concierge Platform, enabling AI-powered national security analysis and predictive decision-making.
  • An additional $3 million for cyber-security training.

The United States also announced more than $130 million for humanitarian demining operations in Cambodia, Laos and Vietnam to clear unexploded ordnance remaining from past conflicts.


Strengthening Public Health


Beyond security and economic cooperation, Washington and Manila have signed a five-year U.S.-Philippines Strategic Objective Agreement focused on strengthening public health.

The jointly funded initiative is valued at up to $685 million and aims to improve prevention, diagnosis and treatment of HIV/AIDS and tuberculosis, while enhancing both countries’ capacity to respond to future global health emergencies.


A Comprehensive Indo-Pacific Strategy


The latest announcements underscore Washington’s broader Indo-Pacific strategy, combining investments in advanced technology, infrastructure, defence cooperation, clean energy, public health and economic development.

Through these initiatives, the United States seeks to reinforce long-term partnerships with Southeast Asian nations while promoting regional stability, economic growth and a resilient rules-based Indo-Pacific order.

The most important word for the India-USA relationship is “INDO-PACIFIC” and how both side will honor the region without any hegemony.

Singapore, 16 June 2026 — Infrastructure Asia signed four Memorandums of Understanding (MoUs) with the Indonesia Infrastructure Guarantee Fund, the Public-Private Partnership Center of the Philippines, the Private Infrastructure Development Group and the World Bank Group at the Asia Infrastructure Forum (AIF) 2026.


The MoUs will deepen cooperation with regional and international stakeholders to improve project bankability and increase financing through innovative mechanisms to support sustainable infrastructure development. This includes working closely with partners to showcase upcoming priority projects, thereby providing Singapore’s infrastructure ecosystem with early visibility of the region’s project pipeline and facilitating access to new opportunities.

The MoUs will also support capacity building through the exchange of best practices and advisory support on project structuring. This includes Infrastructure Asia’s collaboration with the World Bank Group on the Growing Infrastructure Course, which has equipped more than 500 regional officials and infrastructure practitioners with the knowledge and skills to better enable private sector investment in sustainable infrastructure.


In addition, at AIF 2026, the Hanoi Metropolitan Railway Management Board and Singapore Cooperation Enterprise signed a MoU to advance urban transport development. Infrastructure Asia will support the collaboration, working closely with both partners on project development, technical advisory and capacity building initiatives.


Asia’s infrastructure needs call for bolder collaboration


Asia’s infrastructure needs are expanding rapidly, even as the landscape for infrastructure development becomes more complex and interconnected. Global infrastructure investment estimates suggest that US$106 trillion will be needed through 2040, with Asia accounting for two-thirds of that demand.

In her keynote address, Ms Indranee Rajah, Minister in the Prime Minister’s Office, Second Minister for Finance and National Development of Singapore, highlighted the need for Asia to continue investing in climate resilient infrastructure that strengthens economic competitiveness and supports social development amid a more uncertain global environment. She also underscored the importance of stronger public-private collaboration to move projects from ambition to delivery, and Singapore’s continued role as a trusted infrastructure financing and development hub supporting the region’s long-term infrastructure needs.


Themed “Bold Actions for a Sustainable Asia”, the fifth edition of the Forum gathered over 800 government leaders, investors, project developers and solution providers from across the region to discuss practical pathways to accelerate sustainable infrastructure development and close the region’s infrastructure investment gap. AIF 2026 is co-organised by Infrastructure Asia, the Ministry of Finance, Enterprise Singapore, and the Monetary Authority of Singapore, with the World Bank Group as strategic partner.


Connecting regional projects with capital and capabilities


This year’s Forum featured more than 15 upcoming infrastructure projects across key sectors, including energy, transport and circularity, with a combined estimated value of over US$16 billion. These included the Metro Manila Subway Project in the Philippines, the Madhya Pradesh Battery Energy Storage System Programme in India, and the Intermediate Treatment Facility Sunter Waste-to-Energy Project in Indonesia, among others.

Spanning different stages of the project lifecycle, the projects included greenfield and expansion initiatives that address long-term challenges such as urban congestion, water scarcity and energy transition. With most of these projects expected to come to market over the next two years, they present immediate and near-term opportunities for Singapore-based companies across the infrastructure ecosystem.

Siem Reap New International Airport

 Siem Reap–Angkor International Airport (IATA: SAI, ICAO: VDSA) 


is an international airport in Soutr Nikom District, Siem Reap province serving the city of Siem Reap, Cambodia. It is 18 km (11 mi) northeast of Damdek, 40 km (25 mi) east of Angkor Wat and 50 km (31 mi) east of Siem Reap. It is the second largest airport in Cambodia after the Phnom Penh Techo International Airport.[2][1] SAI covers an area of 700 hectares (1,730 acres) of land and has a 3,600 m runway.[4] The airport can handle 65,800 flights and 7 million passengers annually, projected to increase to 112,700 flights and 12 million passengers annually from 2040.


 

The airport was built to replace Siem Reap International Airport, which proved unable to handle increased traffic and caused damage to Angkor Wat due to pollution. The project was introduced in 2010, and a Chinese company, Yunnan Investment Holdings Limited, was selected to build the airport in December 2016. The airport was constructed under a 55-year build–operate–transfer agreement.

Construction started in July 2018, and was delayed due to the COVID-19 pandemic and a labor shortage. The airport opened on 16 October 2023.


 

The airport cost US$1.1 billion and occupies an area of 700 hectares (1,700 acres). The airport has a passenger terminal with 15 jet bridges, a cargo terminal, an air traffic control tower, and a 3,605-metre-long (11,827 ft) runway with a parallel taxiway. The terminal can handle 7 million passengers per year in the first phase.


The airport's runway is capable of handling narrow-body aircraft like the Boeing 737 and Airbus A320, and wide-body aircraft like the Boeing 747, Boeing 777, Boeing 787, Airbus A330, and Airbus A350, and future expansion will increase the airport's capacity to 12 million passengers per year by 2030. The third phase, planned for completion by 2050, will increase the total capacity to over 20 million passengers per year. The airport is planned to be connected with an airport expressway directly from the city.

Ground transportation services are provided by minibuses with up to 15 seats.


 


New Manila International Airport

 

The New Manila International Airport is a proposed airport that would either relieve or replace Ninoy Aquino International Airport (NAIA) in Manila.

The project site is located on the coast of Bulakan, Bulacan, 35 kilometres north of the city centre. It’s also referred to as Bulacan International Airport, though it will be the main airport of Manila.


The airport will be built on a 2,500-hectare property with a plan for four runways. The surrounding area will be developed into a new residential area and an industrial zone with a seaport.

Manila is currently served by Ninoy Aquino International Airport (also known as Manila International Airport), but the airport does not have enough space to expand.

 

 

RSA: First runway of ₱735-billion airport could open early



 

San Miguel Corp. (SMC) may complete the first runway of its ₱735-billion New Manila International Airport ahead of its 2028 timeline, despite construction bottlenecks caused by supply shortages in Manila Bay.


Ramon S. Ang, SMC chairman and chief executive officer, assured shareholders during the firm’s annual meeting that the diversified conglomerate remains on track to deliver this portion of the Bulacan megaproject.

“We are on track to finish the first runway for 2028. In fact, it can even be earlier,” Ang said. “I believe the first runway will be ready by at least the second quarter of 2028. What will delay us a bit is the passenger terminal and the logistics center.”

Ang noted that the logistics center was originally slated for completion by 2025, but is now expected to wrap up by the end of 2026.


He explained that the facility requires about seven million cubic meters of fill sand and has been delayed due to a localized shortage resulting from competing Manila Bay reclamation projects. While the runway faced similar supply constraints, Ang emphasized that it remains insulated from long-term delays and will be operational by 2028.


The New Manila International Airport is envisioned as a major game-changer for the Philippine aviation industry. Strategically located on a vast 2,500-hectare site in Bulakan, Bulacan, the world-class gateway will be developed in phases. Initially designed to handle 35 million passengers annually, it is projected to expand its capacity to 100 million passengers per year upon full completion. This massive private investment aims to significantly ease air traffic congestion at the Ninoy Aquino International Airport (NAIA) and meet the growing demand for air connectivity across the Greater Manila Area and its neighboring regions.

The first phase of the project will lay the groundwork for high-efficiency operations, featuring the construction of two of the planned four parallel runways to allow for simultaneous aircraft movements and accommodate larger commercial planes. 


A state-of-the-art passenger terminal will also be built during this initial stage, offering top-tier facilities and premium amenities designed to elevate the modern travel experience.

Ultimately, the airport aims to provide safe, convenient, reliable, and efficient air travel services to accommodate both current demands and future growth. Beyond serving the capital, it will cater to the diverse needs of travelers from neighboring economic corridors like Central Luzon and CALABARZON.


The comprehensive project scope spans a wide range of critical infrastructure, including modern airfield facilities, airline support hubs, access roads, dedicated parking structures, utilities, and an integrated airport city. To ensure seamless connectivity, a well-planned transportation network will link the gateway to Metro Manila and various provinces across Luzon, ensuring smooth accessibility for passengers nationwide.

Thailand targets 2030 completion of first phase of high-speed rail link to China 


 

 BANGKOK, July 20 - 2026 (Reuters) - Thailand aims to complete by 2030 the construction of a 250-km (155 mile) section of a high-speed rail line that ​will connect it to China, its government said on Monday, ‌as Prime Minister Anutin Charnvirakul concluded a five-day visit to the country.

  • Thailand's new rail projects are intended to be part of Beijing's vision for a ​3,900-km rail network that would connect the southwestern Chinese city ​of Kunming to as far south as Singapore.
  • Thailand aims to ⁠complete the first high-speed line — connecting the capital Bangkok with ​Nakhon Ratchasima — by 2030 and is preparing to start construction of a ​second high-speed line from Nakhon Ratchasima to Nong Khai, the government said in a statement.
  • The Thai rail project will connect to neighbouring Laos, which has a high-speed ​line to Kunming in southern China.
  • Thailand was separately advancing on ​construction of another project, a link to a conventional rail line that will connect ‌with ⁠Laos to the north and Malaysia to the south, it said in the statement.
  • Thailand has asked China, its second-largest export market, to import more Thai fruit and processed food, the statement said.
  • Thailand and ​China also agreed ​during Anutin's trip ⁠to establish a foreign affairs and defence mechanism and to expand defence industry cooperation and personnel development, ​the statement said.
  • Thailand and China would also share ​intelligence and ⁠transaction data to help tackle online scams and financial fraud, it added.
  • Thailand has been part of a regional effort to dismantle sprawling "scam centres" that ⁠have ​proliferated across Southeast Asia, including in Myanmar and Cambodia, ​where illegal online schemes operate to defraud people globally in an industry worth billions ​of dollars.


 

The Thai authorities aim to complete the approximately 250 km line between Bangkok and Nakhon Ratchasima by 2030, the first stage of the high-speed rail link that is set to reach the border with Laos and, further on, China. At the same time, the government is preparing to build the second section, extending to Nong Khai.


Thailand has set the year 2030 as its new target for completing the first phase of the high-speed railway line being built in cooperation with China.

The section will link the capital Bangkok with the city of Nakhon Ratchasima, situated in the north-east of the country, and will be approximately 250 km long. The project is designed for trains capable of travelling at speeds of up to 250 km/h.

The announcement was made following Thai Prime Minister Anutin Charnvirakul’s five-day visit to China, during which the two countries discussed accelerating joint infrastructure and transport projects.


From Bangkok to the border with Laos

The Bangkok–Nakhon Ratchasima line is the first phase of the future high-speed rail link to Nong Khai, a Thai city situated on the banks of the Mekong River, on the border with Laos.

The government in Bangkok is preparing to commence work on the second phase, between Nakhon Ratchasima and Nong Khai. From there, the project is set to connect with the railway infrastructure in Laos and with the line extending to Kunming in south-west China.

However, the line in Laos is not a high-speed line in the traditional European or Japanese sense, with a maximum speed of around 160 km/h. It does, however, provide a rail link between Vientiane and the Chinese border, from where the route continues to Kunming.


Part of a 3,900 km corridor to Singapore

The Thai project forms part of Beijing’s vision to develop a railway corridor of approximately 3,900 km, linking Kunming to the countries of South-East Asia and, ultimately, to Singapore.

However, the completion of this route depends on several distinct national projects, built to different standards and at different speeds. It is not a single continuous high-speed line between China and Singapore.

Thailand is also proceeding separately with the modernisation of the conventional railway, which is intended to provide connections to Laos in the north and to Malaysia in the south.


The deadline has been postponed repeatedly

The Bangkok–Nakhon Ratchasima project began in 2017 but has been hampered by delays caused by negotiations over funding and technical solutions, difficulties in acquiring land, and the slow progress of some construction contracts.

In previous official documents, the opening of the first phase had been announced for 2028, whilst other estimates indicated completion of the entire Bangkok–Nong Khai link by 2030 or 2032. The new announcement effectively moves the 2030 deadline to the first section, not to the entire route to Laos.

The works were also marred by an accident in January 2026, when a crane being used on the construction site collapsed onto a passenger train in Nakhon Ratchasima province. At least 31 people died and a further 64 were injured.


China and Thailand aim to speed up the project

The rail link is significant for both passenger transport and trade. Thailand aims to consolidate its role as a logistics hub between China, Laos, Malaysia and the ports in the southern part of the region.

For China, the corridor provides an additional overland route to markets in South-East Asia. The two governments have agreed to continue coordination on the first phase between Bangkok and Nakhon Ratchasima, on the extension to Nong Khai, and on improving the rail link across the Mekong.

Although the first section is due to be completed in 2030, direct trains between Bangkok and China will depend on the construction of the section to Nong Khai and the completion of the cross-border connection with the Laotian network.

Vietnam’s North-South high-speed railway to be designed for 350km/h

 

Prime Minister Pham Minh Chinh made the request at a Government meeting discussing the investment policy for the North-South railway express on July 11.

At the meeting, Chinh stressed the need for a "groundbreaking, innovative approach with a strategic vision" to complete 1,541 km of high-speed railway across 20 provinces and cities within 10 years, with a target completion date of 2035.

"To achieve this goal, we need to research the most favorable and economical alignment and consider a design speed of around 350 km/h for approval by the competent authorities," he said.

Currently, the North-South transportation consists of three highways along with sea, rail, and air routes. The Prime Minister has asked to study the construction of a high-speed railway primarily for passenger transport, with the possibility of fast freight transport.

These transportation routes could also be used for national defense and security purposes if needed. The existing rail line will be upgraded for freight transport.

The Prime Minister emphasized the need for a thorough assessment of the total investment, taking into account Vietnam's terrain and geology; the potential for capital recovery; and the evaluation of economic, social, financial, transport, and logistics efficiency. He also suggested exploring funding mechanisms from central to local levels, which could be loans, bond issuance, or corporate capital.

The Politburo aims to complete the approval of the investment policy for the North-South high-speed railway investment policy by 2025 and to begin construction before 2030. The Hanoi - Vinh and Ho Chi Minh City - Nha Trang sections will be built first, between 2026-2030, and the entire line will be completed by 2045.

At the end of 2023, the Ministry of Transport consulted other government agencies on three scenarios regarding the speed of the North-South high-speed rail. Two scenarios suggested a design speed of 350 km/h, and one proposed 200-250 km/h. The Ministry of Planning and Investment noted that there is currently no railway with a design speed of 350 km/h capable of mixed passenger and freight service.

After much debate, in March, the Ministry of Transport proposed a high-speed railway with a design speed of 350 km/h for passenger transport and, if necessary, freight transport. Specifically, the new railway will be double-tracked, with a gauge of 1,435 mm, a length of 1,545 km, a design speed of 350 km/h, a load capacity of 17 tons per axle, and will only operate passenger trains. The existing North-South railway will be upgraded for freight transport, tourism, and short-distance passenger travel. The total investment is approximately $67.32 billion.

"Để đạt được mục tiêu này, chúng tôi cần nghiên cứu sự liên kết thuận lợi và tiết kiệm nhất và xem xét tốc độ thiết kế khoảng 350 km/h để các cơ quan có thẩm quyền phê duyệt", ông nói.

Hiện nay, giao thông Bắc - Nam gồm ba tuyến cao tốc cùng với đường biển, đường sắt và đường hàng không. Thủ tướng đã yêu cầu nghiên cứu xây dựng tuyến đường sắt tốc độ cao chủ yếu phục vụ vận tải hành khách, có khả năng vận chuyển hàng hóa nhanh.

Các tuyến giao thông này cũng có thể được sử dụng cho mục đích quốc phòng, an ninh nếu cần thiết. Tuyến đường sắt hiện tại sẽ được nâng cấp để vận chuyển hàng hóa.

Thủ tướng nhấn mạnh cần đánh giá kỹ tổng mức đầu tư, có tính đến địa hình, địa chất Việt Nam; tiềm năng thu hồi vốn; và đánh giá hiệu quả kinh tế, xã hội, tài chính, vận tải, logistics. Ông cũng đề nghị tìm hiểu các cơ chế tài trợ từ trung ương đến địa phương, có thể là cho vay, phát hành trái phiếu hoặc vốn doanh nghiệp.

Bộ Chính trị đặt mục tiêu hoàn thành việc phê duyệt chủ trương đầu tư chủ trương đầu tư đường sắt tốc độ cao Bắc - Nam đến năm 2025 và khởi công trước năm 2030. Các đoạn Hà Nội - Vinh và Thành phố Hồ Chí Minh - Nha Trang sẽ được xây dựng đầu tiên, từ năm 2026-2030 và toàn tuyến sẽ hoàn thành vào năm 2045.

Cuối năm 2023, Bộ GTVT đã lấy ý kiến các cơ quan chính phủ về ba kịch bản liên quan đến tốc độ của đường sắt cao tốc Bắc - Nam. Hai kịch bản đề xuất tốc độ thiết kế 350 km/h, và một đề xuất 200-250 km/h. Bộ Kế hoạch và Đầu tư lưu ý, hiện chưa có tuyến đường sắt nào có tốc độ thiết kế 350 km/h có khả năng phục vụ hỗn hợp hành khách và hàng hóa.

Sau nhiều tranh luận, hồi tháng 3, Bộ GTVT đã đề xuất tuyến đường sắt cao tốc với tốc độ thiết kế 350 km/h để vận tải hành khách và nếu cần thiết là vận tải hàng hóa. Cụ thể, tuyến đường sắt mới sẽ được theo dõi kép, khổ 1.435 mm, chiều dài 1.545 km, vận tốc thiết kế 350 km/h, tải trọng 17 tấn/trục và sẽ chỉ khai thác tàu khách. Tuyến đường sắt Bắc - Nam hiện tại sẽ được nâng cấp phục vụ vận tải hàng hóa, du lịch, vận chuyển hành khách cự ly ngắn. Tổng mức đầu tư khoảng 67,32 tỷ USD.


  

Laos     2024-2027


The Luang Prabang Hydropower Project in Laos is expected to be commissioned in 2029.


The Luang Prabang hydropower project, located in the Luang Prabang province of Laos, is a 1,400MW power project being developed on the Mekong River. It is the second in the cascade of run-of-river projects on the Mekong mainstream, positioned within the Lower Mekong Basin.

The Luang Prabang project is jointly owned by CK Power (50%), CH. Karnchang (20%), Gulf Hydropower (20%), and PT (Sole) (10%).

The project achieved a milestone in December 2023, with the successful completion of the first crucial factory acceptance test for the draft tube of unit one, conducted at Techcent in Chengdu, China.

The plant is projected to generate an average annual energy output of 6,500GWh.

The construction of the power plant commenced in 2020 while commissioning is anticipated by 2029.


Location of the Luang Prabang project

The Luang Prabang hydropower project will be developed on the Mekong mainstream in the village of Houygno in Luang Prabang province. The site is located approximately 25km from the town of Luang Prabang and 2,036km from the Mekong Delta in Vietnam.

It is strategically located between the Pak Beng project upstream and the Xayaburi project downstream, both of which are part of the Mekong mainstream projects.


Luang Prabang hydropower plant details

The proposed reservoir for the project will encompass an area of 49km², extending to the Pak Beng hydropower plant.

A left bank closing structure will be constructed to seal the original main river channel. It will be designed as a roller-compacted concrete (RCC) gravity dam, standing 53m above the foundation level with a total length of 281.23m. The dam crest will be at an elevation of 317m above sea level (asl) with a width of 12m. The foundation level will be at 264m asl.

A navigation lock, designed to divide the maximum lifting height of 35.5m into two equal parts, will be situated on the right bank of the Mekong River. It is expected to be operational 95% of the time and will be closed only during significant floods. The navigation system will be a two-step structure accommodating two 500DWT vessels.

The spillway structure will consist of six surface spillway bays and three low-level outlet bays, arranged into two main blocks, with six radial surface gates each measuring 19m wide and 25m high.

Indonesia breaks ground on new ‘futuristic’ capital of Borneo


Indonesia is moving its capital from Jakarta to the newly unveiled Borneo. The goal is for the island to be a “sustainable forest city” that aims to be carbon neutral by 2045, but environmentalists warn there could be issues with deforestation. 

Orange-red ground has been broken in the jungle of East Borneo, where the Indonesian government has begun construction of its new capital city.

Officials promise a “sustainable forest city” that puts the environment at the heart of development and aims to be carbon-neutral by 2045. But the project has been plagued by criticism from environmentalists and Indigenous communities, who say it degrades the environment, further shrinks the habitat of endangered animals such as orangutans, and displaces Indigenous people that rely on the land for their livelihoods.

Indonesia began construction of the new capital in mid 2022, after President Joko Widodo announced that Jakarta – the congested, polluted current capital that is prone to earthquakes and rapidly sinking into the Java Sea – would be retired from capital status.

Plans for the new capital – about twice the size of New York City – are grandeur. Officials tout the creation of a futuristic green city centered on forests, parks, food production that utilizes renewable energy resources, “smart” waste management, and green buildings.

Work stops on hydropower project near Thandwe, Rakhine State due to fighting



Residents of Thandwe Township in southern Rakhine State claim that construction on a nearly completed hydroelectric power project halted this week after clashes broke out nearby between junta forces and the Arakan Army (AA).

The planned project, located on the north bank of the Tha Htay creek some 12 miles northeast of Thandwe, will be the first operational hydropower project in Rakhine State upon its completion. 

With a predicted capacity to produce 386 million kilowatt-hours per year and supply electrical energy to a million people, the project has been ongoing since 2008 in cooperation with the Japan-based utility company The Kansai Kansai Electric Power Limited.

Construction continued even after the 2021 military coup, and the military council estimated in October 2022 that the entire project would be finished in the 2025-2026 fiscal year.

South Korea announces $919bn investment into three “mega projects,” plans to build 18.4GW worth of data centers by 2035



South Korean president Lee Jae Myung announced on Monday that the country would invest more than 1.43 quadrillion won ($919bn) into chip manufacturing, AI powered robotics, and data centers in order to “win the AI race.”

The government said that it was aiming to build 18.4GW of data centers in two phases, with 8.4GW worth by 2029 and 18.4GW worth by 2035. Development will be led by domestic conglomerates SK, GS, and Naver.


This first phase will see SK build 5GW of capacity, GS build 2.4GW, and Naver build 1GW at a total combined investment of approximately 550 trillion won ($352 billion).


This mostly repackages existing data center projects. Reports that GS was looking to build a pair of 1.2GW data centers in the cities of Donghae and Dangjin emerged last week; Naver announced plans to build its 1GW Sejong data center in November 2025; and SK is building a 1GW data center in Ulsan.

But the government did mention that SK was also reviewing additional data center sites in Daegu-Gyeongbuk, Honam, Gangwon, and the country’s central region.

The government said that all of these projects would break ground in H1 2028 and enter “phased operation” from 2029.


SK will then be responsible for building the additional 10GW of data center capacity between 2029 and 2035 depending on the “results of the first phase and market demand,” according to a press release from SK Telecom.


If successful, this would effectively multiply the country’s data center capacity sevenfold by 2035, based on estimates provided by real estate consultancy Savills that South Korea had 1.9GW worth of data centers in December 2024.

President Lee also said that chipmakers Samsung and SK Hynix would invest 800 trillion won ($513bn) to build four memory fabs – two each – in the Jeonnam-Gwangju Integrated Special City, as well as an additional 81 trillion won ($52bn) for HBM packaging fabs in the Chungcheong region.


The government said that it would provide support with site development, permitting, and construction for all projects.

“With the investment capacity of companies and government expanded by the semiconductor super-cycle and surplus tax revenue, South Korea holds broad competitiveness across the core elements of the AI ecosystem,” says the press release.



 

As the government and corporations unveiled a "three mega projects" plan to make an initial investment of about 1,400 trillion won in semiconductors, physical artificial intelligence (AI), and AI data centers, the construction industry, mired in a slump in the dwellings market, is raising expectations for securing new revenue sources. That is because large-scale projects could follow not only for semiconductor fabrication plants and AI data centers but also for power grids, water supply, roads, and satellite cities. 


However, some noted that actual orders are likely to pick up in earnest after 2027, and that high-difficulty facility work will likely concentrate on a handful of companies with the relevant technology and track records.

According to the construction industry on the 12th, Han Seung-gu, chair of the Korea Federation of Construction Associations, said at the "2026 Construction Day" ceremony held on the 9th at the Construction Association Hall in Gangnam-gu, Seoul, "The three mega projects are a historic opportunity for the construction industry to take another leap forward," adding, "Through regulatory reform, strategic investment, and institutional support, we must make the construction industry the central pillar of Korea's future growth."


Prime Minister Han Seong-sook, who attended the ceremony as the first official economic event since taking office, also said, "More than anything, this is the time when the greatest future for construction is in sight," adding, "Core infrastructure such as industrial complexes and transportation networks, data centers and energy infrastructure can be realized through the construction industry's leading participation."


The construction industry is focusing on five main areas. They are fabs and clean rooms for semiconductor production, AI data centers, power infrastructure such as transmission networks and power plants, industrial complex infrastructure such as roads and water, and construction of supporting residential areas including corporate-led high-tech cities. 


The government plans to ensure corporations' investment plans translate into regional growth by creating high-tech cities equipped with housing, culture, education, and medical facilities, and by expanding transportation networks such as access roads and railways to industrial complexes.

Under the government plan, four semiconductor fabs totaling 800 trillion won and an ecosystem of partner companies and talent will be built in the southwest region. A further 81 trillion won will be invested in the Chungcheong region to create high bandwidth memory (HBM) production and packaging hubs centered on Cheonan, Onyang, and Cheongju. However, these investment amounts include production equipment, land, and research and development, so not all of it will translate into construction costs.


 In the construction industry, companies affiliated with the groups, such as Samsung C&T, Samsung E&A, and SK ecoplant, which have prior experience, are seen as relatively well positioned for semiconductor clean room projects that require high security and technical complexity. In contrast, other large and mid-sized construction companies are also likely to participate in auxiliary facilities such as office buildings, logistics facilities, and wastewater treatment plants, as well as external infrastructure work, setting the stage for fierce competition for orders. 


 

AI data centers are considered a sector that can be commercialized faster than semiconductor fabs. The government and SK, GS, and Naver will in phase one build 8.4 GW (gigawatts) of AI data centers, and expand the SK data center capacity by an additional 10 GW by 2035 to bring the total to 18.4 GW. The phase-one investment plan is about 550 trillion won.


Builders are also expanding their advanced plant workforces. GS Engineering & Construction recruited talent in the first half of this year for plant architecture, civil engineering, steel structures, instrumentation, and commissioning, and SK ecoplant is hiring for process management, design, and construction in semiconductor plants and high-tech businesses. This is seen as a move to reduce the share of the dwellings business and cultivate non-residential sectors such as semiconductors, data centers, and nuclear power as new growth pillars.

If public works such as roads, water facilities, and industrial complex infrastructure expand, regional builders struggling from declining orders could also see work come their way. That is because local government-ordered projects allow regional firms to join consortia through mandatory regional joint contracting. However, this system does not automatically apply to semiconductor fab and data center projects ordered by private companies, so the actual benefit to regional firms is expected to vary depending on the ordering method.


Some cautioned against rosy outlooks. The investment scale is large, and there are many challenges to resolve, including building power grids, securing water, land compensation, and permits. A construction industry official said, "The key is whether the announced investment plans will be executed as scheduled and lead to timely groundbreakings," adding, "Rather than being elated or dejected by immediate order expectations, we need to preemptively secure advanced plant technologies and specialized personnel."

KOREA AFFIRMS COMMITMENT TO INFRASTRUCTURE PROJECTS IN THE PHILIPPINES


Government officials from the Philippines and Korea convened in a coordination meeting aimed at advancing the Laguna Lakeshore Road Network (LLRN) Project – Phase I and other Infrastructure Flagship Projects (IFPs) under President Ferdinand R. Marcos Jr. administration’s “Build Better More” program.

The meeting held on June 20, 2024 at Bayleaf Hotel, Intramuros, Manila saw the participation of Senior Undersecretary Emil K. Sadain of the Department of Public Works and Highways (DPWH) and Director Jiyoung Choi from Republic of Korea’s Ministry of Economy and Finance.

Organized as part of a pre-policy dialogue, the meeting is a significant step forward in the bilateral efforts between Philippines and Korea and pivotal in in securing strategic cooperation and funding support from Export–Import Bank of Korea (KEXIM) for LLRN Project – Phase I particularly at the 7.94-kilometer contract package I between Lower Bicutan to Alabang.

The LLRN Project–Phase 1 covering Laguna Lake’s western side alignment covers the construction of a 37.6 kilometers mainline road, 6.1 kilometers local connecting roads, and 7.3 kilometers interchanges and slip roads that stretches from Lower Bicutan all the way to Calamba City.

The project which is a new expressway that will connect the southern province of Laguna to Metro Manila via Laguna Lake, consists of viaduct and embankment and will have eight interchanges, namely: Sucat, Alabang, Tunasan, San Pedro/Biñan, Santa Rosa, Cabuyao, and Calamba.

Bangladesh - the most exciting infrastructure

Bangladesh is now on a journey to becoming an upper middle-income country by 2031 and a developed nation by 2041. With this growth in the economy came massive public sector spending. Over the past decade, infrastructure development in Bangladesh has been booming. 


The Government has recently completed building the 6.15 km Padma Bridge at a cost of US$3.6 billion, connecting the less developed southwest to the northern and eastern regions of the country. It is a construction marvel as it is the deepest bridge in the world, with piles installed as deep as 127 metres.

The first phase of the Dhaka Metro Rail, funded by the Japan International Cooperation Agency (JICA), has just opened its doors to the public. This mass rapid transit system is estimated to serve more than 60,000 passengers per hour. The Dhaka Elevated Expressway, which is opening soon under a Public Private Partnership model, is the longest elevated expressway of the country, running 46 km through Dhaka, the capital city. Agencies such as Asian Development Bank (ADB), World Bank, JICA, Korean Expressway Corporation are also closely involved with the development of Bangladesh’s road safety and regulations on the national highways.


 

Bangladesh moves forward with US$735 million highways programme


 A new US$735 million national highways in Bangladesh programme is focused on upgrading 260km of existing highway corridor. The aim of the project is to improve regional connectivity, logistics efficiency in the western region, and road sector management in Bangladesh. It is also focused on upgrading and rehabilitating feeder roads; making complementary logistics infrastructure improvements; and pushing for road sector modernisation and capacity building. The programme will also see the laying of optical fibre/utility duct along the corridor and along selected feeder roads. The Beijing-based Asian Infrastructure Investment Bank (AIIB) is supporting the programme and financing the upgrading of 160Km (Jhenaidah-Bonpara–Hatikumrul) of the program corridor – through a parallel financing arrangement. This programme’s sponsors and organiser believe that this objective can be achieved over a 10-year period. There are several key indicators which are being used by the programme. The first is for a percentage change in the efficiency of transportation on highway corridor of the programme (measured using value of time and vehicle operating cost savings). The second is for a better average transport time to programme markets from the closest intersection with the highway for targeted value chains. The third is for an improvement in the condition of the overall national road network.

The programme addresses several long-standing transport sector challenges, and these are relevant not only to the Western Region, but to all of Bangladesh. The country has a congested and unsafe road network, resulting in excessively high logistics costs that is constraining Bangladesh and the western region from leveraging its strategic geographical position as a major trade and transit hub for South and South East Asia. There are also substantial post-harvest losses especially among small farm families in rural areas because of limited connectivity, market access and agro-logistics facilities. Bangladesh also suffers from weak road sector management in terms of planning, implementation, and operation maintenance

The programme is being implemented in three phases. The first phase finances the upgrading of national highways from Jessore to Jhenaidah (48km) and associated feeder roads and rural market infrastructure along this part of the corridor, and road transport sector modernisation interventions. In parallel with phase 1, AIIB finances the upgrading of national highways from Bonpara to Hatikumrul (52km).

Bangladesh has made some big strides in developing an extensive transport system, particularly road transport which enjoys a modal share of 70% for passenger traffic and 60% for freight. The total road network size of the country is roughly 375,000km (road density of roughly 250km/100km2), reflecting the tremendous progress in improving connectivity, particularly at the sub-national level. The rural road network makes up 94% of the network and Bangladesh has one of the highest scores on the Rural Access Index.


The primary road network of Bangladesh is under the responsibility of the Bangladesh Roads and Highways Department (RHD), Ministry of Road Transport and Bridges. It extends more than 21,000km, of which 7,000km are national and regional highways, and 13,100km are Zilla (district) roads. Improvement of regional road connectivity to boost trade and commerce is a key priority for RHD, who is pursuing a policy of corridor-based road development with a view to accommodate regional as well as international traffic. RHD is participating in different regional connectivity initiatives, including the Asian Highway Network, South Asia Sub Regional Economic Cooperation (SASEC) Road Corridors, Bangladesh-China-India-Myanmar Economic Corridor (BCIM-EC), Bay of Bengal Initiatives for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) Road Corridor, SAARC Highway Corridor, and the BBIN MVA dialogue.

Bangladesh’s rural road network is under the responsibility of the Bangladesh Local Government Engineering Department (LGED), Ministry of Local Government, Rural Development & Cooperatives. It consists of 37,800km of Upazila Roads, 44,750km of Union Roads, and 215,750km of Village Roads. Bangladesh’s rural road network is essential for improving the livelihoods of about 66% of the country’s people. Rural access connectivity to the country’s main transport corridors is a key priority for the government. LGED aims to double-lane high volume Upazila Roads and Union Roads that are predominantly used by commercial vehicles and connect to the main transport arteries. It will also invest in other rural infrastructure, such as rural markets to promote inclusive growth by expanding economic opportunities to the poorer rural communities.


Despite improvements in developing an extensive road network, the overall quality of the road network remains poor. Only 27% of the rural roads and 40% of the main roads are paved, half of which are in good condition. Bangladesh needs to move away from the “build, neglect, rebuild” mindset and improve its asset management practices across policy, institutional and operation level including reviewing its Axle Load enforcement regime.

The transport sector faces institutional fragmentation, weak co-ordination and capacity constraints.  At the national level, there are five ministries and 21 agencies responsible for the transport sector with overlapping mandates, and conflicts between service provision and regulatory responsibilities. The capacity of various agencies needs considerable enhancements in vast areas of emerging needs (PPPs, climate change, gender risks) as well as traditional road sector management and operations (such as innovative contracting methods, cost and resource efficiencies, road safety). Transport infrastructure projects are most often identified and selected independently along modal lines through separate ministries without a comprehensive, coordinated and continuous planning process. In the absence of a multisectoral mechanism or platform that can facilitate an integrated approach to infrastructure development, large transport projects tend to primarily focus on the physical investments with little consideration for how these investments impact the local and regional economies and how the benefits may be deepened through complementary interventions (such as logistics infrastructure and services).

The government and program sponsors have agreed that the road network needs to be built “Greener” and “Resilient.” Bangladesh faces a significant challenge in developing and maintaining the transport system because of its unique geographic conditions. Situated in the delta of three major and highly active rivers, Meghna, Jamuna, and Padma, Bangladesh is one of the most disaster-prone and climate vulnerable countries in the world and frequency as well intensity of floods and cyclone has been increasing. The damage to the country’s infrastructure, particularly the transport network from such events can be extremely detrimental to the economy. According to Multi-Hazard Risk Assessment reports by the Bangladesh Ministry of Disaster and Relief (MRVAM), more than 50% of all road types are exposed to different levels of flooding. To increase resilience, there is a need for a transformational shift towards policies and institutions that enable climate resilient investments.


The transportation system is congested across all modes, resulting in excessively high logistics costs and constraining Bangladesh in playing a more active role in regional integration despite its strategic geographical location. Many parts of the regional road network are narrow, operating at or near maximum capacity and there are sections incapable of handling more freight vehicles. The average speeds on these corridors are low; 2018 speed surveys carried out by the World Bank show the average speeds at strategic locations on regional trade corridors in Bangladesh the were 28km/h. According to the “Logistic Performance Index”, Bangladesh ranks 100 out of 167 countries, and is below the regional average for South Asia.

One recent World Bank report estimated that pervasive congestion across the national logistics system of Bangladesh increases standard trucking costs by 100%. The overall logistics costs in Bangladesh are high due to significant inventory carrying costs. An in-depth study of 10 products revealed that just monetary logistics costs range from 2-33% of revenues. These costs can be especially high for agricultural products. For example, the average monetary logistics costs for horticulture are 33% of total revenues and for milk are 12.5% of revenue. Within direct logistics costs (transportation, storage and handling, and trade facilitation) transportation costs represent the largest share for most value chains. Average road transport tariffs in Bangladesh are relatively high at USC9.5/tonnekm. There are several reasons for this including limited competition in the trucking sector, high incidence of accidents on the road, need for facilitation payments, excessive congestion on the roads, and a large share of empty hauls.


Logistics costs are further aggravated by many road crashes, which represent about 11% of truck operating costs. It is estimated more than 20,000 people are killed and 200,000 seriously injured every year in road traffic crashes, which is estimated to cost Bangladesh 2-3% of GDP/year. Road traffic crashes are responsible for 12% of all deaths among men in the 15-49 age bracket, for whom transport injuries in 2016 was the second-highest cause of death – up from 11th in 1990.

Dangerous roads throughout the country are evident with alarming annual death rates per kilometre of highway. The World Bank’s own analysis revealed that the annual fatalities/km at two key road corridors in Bangladesh – Jessore to Kanchpur and Kanchpur to Akhaura – averaged 0.40 and 0.98, respectively from 2014 to 2017. The low but rapidly growing rates of motorisation (2.5 times increase, from 2014 to 2017) provides the best crude marker of what to expect in future road safety terms. Unless rapid, scaled-up road safety investments are made, a continued upward trend in fatalities and injuries must be expected.

The highways and roads sector’s financing needs are enormous. A rough estimate suggests that the road sector alone would require annual investment of $11 billion over the next 25 years to meet the aspiration of the country to become upper middle-income country by 2041. While there is a realisation among policymakers that such investments cannot be supported through budgetary allocation and ODA envelopes are shrinking, ensuring sustainable road sector financing, is an urgent need of the sector. The government clearly needs to explore models to leverage public/MDB resources with alternative financing such as private/commercial financing. The PPP regulatory framework has been established and the pipeline of projects include road sector projects. However, progress in this area has been discouraging in parts due to the absence of a national toll policy and road fund, which have been established but not operationalised. Furthermore, Bangladesh has no established Project Finance market in local currency which calls for a pronounced need for credit enhancement tools.

The United States has a robust trade and investment relationship with the ten countries that comprise the Association of Southeast Asian Nations (ASEAN). 


These countries -- Brunei Darussalam, Burma, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand, and Vietnam -- collectively the United States’ fourth-largest goods trading partner and together represent a market with a GDP of more than $3 trillion and a population of 667 million people.  


The United States and ASEAN meet regularly on trade and investment issues, including under our 2006 Trade and Investment Framework Agreement.  Economic and Trade Statistics  U.S. goods and services trade with ASEAN totaled an estimated $362.2 billion in 2020. Exports were $111.9 billion; imports were $250.3 billion. 


The U.S. goods and services trade deficit with ASEAN was $138.4 billion in 2020.  U.S. Goods trade (exports plus imports) with ASEAN totaled $307.7 billion in 2020. Goods exports totaled $76.4 billion; goods imports totaled $231.3 billion. 


The U.S. goods trade deficit with ASEAN was $154.9 billion in 2020.  Trade in services with ASEAN (exports and imports) totaled an estimated $54.5 billion in 2020. Services exports were $35.5 billion; services imports were $19.0 billion.

สหรัฐอเมริกามีความสัมพันธ์ทางการค้าและการลงทุนที่แข็งแกร่งกับ 10 ประเทศที่ประกอบกันเป็นสมาคมประชาชาติแห่งเอเชียตะวันออกเฉียงใต้ (อาเซียน)


ประเทศเหล่านี้ ได้แก่ บรูไนดารุสซาลาม พม่า กัมพูชา อินโดนีเซีย ลาว มาเลเซีย ฟิลิปปินส์ สิงคโปร์ ไทย และเวียดนาม ถือเป็นคู่ค้าสินค้ารายใหญ่อันดับสี่ของสหรัฐอเมริกา และรวมกันเป็นตลาดที่มี GDP มากกว่า 3 ล้านล้านดอลลาร์สหรัฐ และมีประชากร 667 ล้านคน

Hoa Kỳ có mối quan hệ thương mại và đầu tư mạnh mẽ với mười quốc gia thành viên Hiệp hội các Quốc gia Đông Nam Á (ASEAN).

The U.S. services trade surplus with ASEAN was $16.6 billion in 2020.  According to the Department of Commerce, U.S. exports of goods and services to ASEAN supported an estimated 656 thousand jobs in 2019 (latest data available) (358 thousand supported by goods exports and 299 thousand supported by services exports).


Trade Balance  •    The U.S. goods trade deficit with ASEAN was $154.9 billion in 2020, a 29.2 percent increase ($35.1 billion) over 2019.  •    The United States has a services trade surplus of an estimated $16.6 billion with ASEAN in 2020, down 3.1 percent from 2019.  


Investment  •    U.S. foreign direct investment (FDI) in ASEAN (stock) was $328.5 billion in 2020, a 3.2 percent increase from 2019. U.S. direct investment in ASEAN is led by nonbank holding companies, manufacturing, and wholesale trade.  •    ASEAN's FDI in the United States (stock) was $30.7 billion in 2020, up 3.2 percent from 2019. ASEAN's direct investment in the U.S. is led by manufacturing, wholesale trade, and depository institutions.  

•    Sales of services in ASEAN by majority U.S.-owned affiliates were $118.3 billion in 2018 (latest data available), while sales of services in the United States by majority ASEAN-owned firms were $43.5 billion.

U.S. 2nd-largest foreign investor in Thailand

Americans continue to see opportunities in Thailand as the U.S. was the second-largest source of foreign investment in the Kingdom in 2021, with over 15 percent of foreign investment originating from America.  


Total foreign investment in Thailand was $2.48 billion in 2021, a year in which trade, commerce, investment and other economic activities slowed because of global coronavirus pandemic.  Nonetheless, foreign funds continued to move into the Kingdom, and Thai economists and government officials are expecting an even better result this year as more countries recover.  Japan finished atop the foreign direct investment leaderboard with 28.6 percent of all new ventures. 


The U.S. took a 15.4 percent slice of the pie, with Thailand’s close neighbor Singapore following close behind in third place with 15.1 percent.  The Netherlands, France, China, South Korea, Germany and the United Kingdom are among the top ten.

Thailand attracted 570 new foreign direct investments last year, with most of them in S-Curve industries, according to the Ministry of Commerce. 


Thailand is banking on    S-Curve industries – industries driven by higher technologies such as robotics and artificial intelligence – to propel the Kingdom to a more advanced and sustainable level of development.  A Commerce Ministry official said that the government expects the trend of foreign firms investing in joint ventures with Thai companies would continue. 


Doing so makes foreign investors eligible to receive even greater incentives from the Board of Investment (BOI).  The joint ventures should aid the ongoing recovery of the domestic economy, the official added.

BANGKOK, 8 December 2021 – Ford Motor Company today showcased the modernization of its Thailand manufacturing operations with a US$900 million (THB 28 billion) investment in new technologies and systems, the company’s largest-ever single investment in Thailand. Part of the Ford+ plan for growth and value creation, the investment supports production of the next-gen Ranger pickup truck and Everest SUV.  


The investment – Ford’s largest single outlay in Thailand - brings Ford’s cumulative investments in the country to more than $3.4 billion (THB 100 billion) over 25 years. 


The modernization program bolsters Thailand’s role as a global production and export base for Ford, through its wholly-owned Ford Thailand Manufacturing (FTM) and joint-venture AutoAlliance Thailand (AAT) truck plant.  “This is an important milestone to build on our quarter-century of commitment to producing vehicles Thailand, enabling us to further modernize and upgrade our local operations, and support production for the exciting upcoming launch of the next-gen Ranger, one of Ford’s highest volume and most successful vehicles anywhere in the world, and the next-gen Everest SUV,” said Yukontorn ‘Vickie’ Wisadkosin, president, Ford ASEAN and Asia Pacific Distributors Markets.

U.S. $ 5 Billion Invests to Indonesia


Jakarta this week to discuss investment commitments with President Jokowi and his long-time fixer and Minister of All Ministries, former General Luhut Pandjaitan. Yeterday they announced that the US IDFC would be pumping $5 billion into Indonesia in the near future. 


So what does this mean for Indonesia’s investment outlook and economic prospects?   Essentially, nothing.   The first thing to keep in mind is that the Indonesian government loves to sign MOUs and make splashy announcements, preferably with large numbers and super ambitious goals. Remember the 30,000 MW of new generating capacity that we are still, for the most part, waiting for? Or, the new capital city - which was announced as if it was a done deal before they even commissioned a feasibility study? In essence, this is theater - meaningless public signalling. 


Over-promising is a way of life in the archipelago. The announcement yesterday contained no firm commitments and no project details. I wouldn’t take any of it seriously until there are firm commitments being made to back actual projects with details. Where is the project? What’s the cost estimate? How is the financing structured? Who’s the developer? Until we know that, this is just a wishlist.

Jadi apa artinya ini bagi prospek investasi dan prospek ekonomi Indonesia? Pada dasarnya, tidak ada apa-apa. Hal pertama yang perlu diingat adalah bahwa pemerintah Indonesia suka menandatangani MOU dan membuat pengumuman yang mencolok, lebih disukai dengan jumlah besar dan tujuan yang sangat ambisius. Ingat 30.000 MW kapasitas pembangkit baru yang sebagian besar masih kita tunggu-tunggu? Atau, ibu kota baru - yang diumumkan seolah-olah itu adalah kesepakatan yang sudah selesai bahkan sebelum mereka menugaskan studi kelayakan? Intinya, ini adalah teater - sinyal publik yang tidak berarti. 

 
 

Terlalu menjanjikan adalah cara hidup di nusantara. Pengumuman kemarin tidak berisi komitmen tegas dan tidak ada rincian proyek. Saya tidak akan menganggapnya serius sampai ada komitmen tegas yang dibuat untuk mendukung proyek aktual dengan detail. Di mana proyeknya? Berapa perkiraan biayanya? Bagaimana penyusunan pembiayaan? Siapa pengembangnya? Sampai kita tahu itu, ini hanya daftar keinginan. 

Indonesia Desperately Wants More Foreign Investment. In his first five-year term Jokowi has been on a building spree. Hundreds of kilometers of new toll roads, thousands of MW of new power plants, new hospitals, airports and housing developments going up all over the place. This has helped keep economic growth at 5% despite generally unfavorable global economic conditions. 


But it was also largely carried out by SOEs - massive state-owned companies implicitly guaranteed by the government of Indonesia. Private capital has been conspicuously absent, and Jokowi has made courting FDI the cornerstone of his second term in office in order to take some of the load off of the state and make growth more diversified and sustainable.   


This is going to require serious structural reforms to Indonesia’s economy and regulatory architecture, as currently investors are often skittish because they have been burned in the past by cumbersome permitting processes, overlapping or unclear lines of authority, land acquisition delays, unreliable contract enforcement and weak rule of law, and generally ad-hoc and confusing policy-making.   So of course Jokowi is eager to get the IDFC to announce their intention to invest in the country. Mr. Boehler can claim, as he did, that billions in private investment will then follow. But without details that specifically address the issues above, it doesn’t mean a whole lot other than confirming what we already knew - that Jokowi wants FDI in any size, shape or form. 


  

*  Indonesia sangat menginginkan lebih banyak investasi asing. Dalam masa jabatan lima tahun pertamanya, Jokowi telah melakukan pembangunan besar. Ratusan kilometer jalan tol baru, ribuan MW pembangkit listrik baru, rumah sakit baru, bandara, dan pembangunan perumahan naik di mana-mana. Hal ini telah membantu menjaga pertumbuhan ekonomi pada 5% meskipun kondisi ekonomi global umumnya tidak menguntungkan. 

 
 

Tetapi itu juga sebagian besar dilakukan oleh BUMN - perusahaan BUMN besar yang secara implisit dijamin oleh pemerintah Indonesia. Modal swasta telah absen secara mencolok, dan Jokowi telah menjadikan pacaran FDI sebagai landasan masa jabatan keduanya untuk meringankan sebagian beban negara dan membuat pertumbuhan lebih beragam dan berkelanjutan. 

 
 

Hal ini akan membutuhkan reformasi struktural yang serius terhadap ekonomi dan arsitektur regulasi Indonesia, karena saat ini investor sering ragu karena telah dibakar di masa lalu oleh proses perizinan yang rumit, garis otoritas yang tumpang tindih atau tidak jelas, penundaan pembebasan lahan, penegakan kontrak yang tidak dapat diandalkan dan supremasi hukum yang lemah, dan umumnya pembuatan kebijakan yang ad-hoc dan membingungkan. Jadi tentu saja, Jokowi sangat ingin IDFC mengumumkan niat mereka untuk berinvestasi di negara tersebut. Boehler dapat mengklaim, seperti yang dia lakukan, bahwa miliaran investasi swasta kemudian akan mengikuti. U.S company RM2bil investments to Malaysia

Malaysia has secured nearly RM2 billion investment from semiconductor company TF AMD Microelectronics (Penang) Sdn Bhd following the handover of Malaysian Investment Development Authority's (MIDA) approval letter to the company on Thursday.  Senior Minister of International Trade and Industry Datuk Seri Mohamed Azmin Ali said the investment is for the company's expansion plan, which is poised to create 2,000 high value jobs for Malaysians.

 "Indeed, this is aligned to Malaysia's direction towards fostering innovation and high-impact value add for local businesses and remaining as the manufacturing hub in the region," he tweeted this after witnessing the handover ceremony along with Prime Minister Datuk Seri Ismail Sabri here Thursday.  The approval letter was handed over by MIDA chief executive officer (CEO) Arham Abdul Rahman to TF-AMD executive vice-president, chief financial officer (CFO) and treasurer Datuk Devinder Kumar.


According to Azmin, TF-AMD has invested about RM900 million in Malaysia to date.   "Devinder has expressed the company's commitment to establish collaborative opportunities with local vendors and universities.

He said with the wealth of knowledge that TF-AMD brings, the strategic expansion would open up vast opportunities for not only providing high-skilled jobs, but also creating a strong talent pipeline through training programmes, upskilling and reskilling initiatives.

Korean giants to pour billions of dollars into Vietnam

The forum, which was joined by about 205 South Korean enterprises and 300 from Vietnam, has concluded with the signing of more than 100 MoUs.

Do Nhat Hoang, Director General of Vietnam's Foreign Investment Agency under the Ministry of Planning and Investment said, "South Korean investors will spend billions of dollars in Vietnam in the near future. Some of the projects are valued at almost a billion dollars and will be revealed soon."

South Korean President Yoon Suk Yeol said that he highly appreciated Vietnam's targets for the energy transition and digital transformation.

"They are excellent opportunities for both sides to cooperate and invest," he said.

He would like to build the bilateral relationship into a symbol and a model for the world.

"Despite any challenges, with the cooperation of both nations, I believe that we will succeed and overcome all woes," said the president.

Vietnamese Prime Minister Pham Minh Chinh highlighted the development history of the bilateral ties. He emphasised the development pillars that put people are the centre as the driving force for development, and stated that Vietnam will not sacrifice the environment, progress, justice, or social security to pursue economic growth.

"30 years ago, we could not image how the two countries' relationship could reach the achievements it has today. All the cooperation on trade and investment will make further breakthroughs by the 60th anniversary of bilateral diplomatic relations," said PM Chinh.

During a private meeting before the forum, prime minister Chinh received some large corporations and associations from South Korea. He thanked the South Korean partners for their contribution to Vietnam's development over the last three decades. He called for their support with the development of innovation, the circular economy, the digital transformation, and the energy transition.

Furthermore, he highly appreciated the comments of South Korean businesses on the investment and business climate in Vietnam.

Lee Jae Yong, chairman of Samsung Electronics said, "Samsung and other enterprises are honoured to accompany the development of Vietnam. Vietnam's success is also a success for South Korean businesses."

Samsung has already poured $18 billion into Vietnam and pledged more in the future.

The Korea International Trade Association (KITA) proposed cooperation on the supply chain of essential minerals between the two countries. He mentioned rare earth minerals, which are an important resource where Vietnam has great potential for exploitation. South Korea has cutting-edge technologies in this sector, so the KITA representative expects further cooperation in this area.

The KITA representative hoped that upcoming adjustments on tax and other policies will help South Korean businesses to work more stably in Vietnam.

"We believe that South Korea and Vietnam will cope with every challenge and change based on our good friendship and strong relationship," he said.

PM Chinh appreciated the proposal and welcomed South Korean businesses to invest and expand in Vietnam. He suggested paying more attention to the cultural and entertainment industries, which are South Korea's strengths that could boost Vietnam's development.

Ông Đỗ Nhật Hoàng, Cục trưởng Cục Đầu tư nước ngoài thuộc Bộ Kế hoạch và Đầu tư cho biết: "Các nhà đầu tư Hàn Quốc sẽ chi hàng tỷ USD tại Việt Nam trong thời gian tới. Một số dự án được định giá gần một tỷ đô la và sẽ sớm được tiết lộ."

Tổng thống Hàn Quốc Yoon Suk Yeol cho biết, ông đánh giá cao các mục tiêu của Việt Nam về chuyển dịch năng lượng và chuyển đổi số.

"Đây là những cơ hội tuyệt vời để cả hai bên hợp tác và đầu tư", ông nói.

Ông muốn xây dựng mối quan hệ song phương thành một biểu tượng và một mô hình cho thế giới.

"Bất chấp mọi thách thức, với sự hợp tác của cả hai quốc gia, tôi tin rằng chúng ta sẽ thành công và vượt qua mọi tai ương", Tổng thống nói.

Thủ tướng Việt Nam Phạm Minh Chính nhấn mạnh lịch sử phát triển của quan hệ song phương. Ông nhấn mạnh các trụ cột phát triển lấy con người làm trung tâm làm động lực phát triển và khẳng định Việt Nam sẽ không hy sinh môi trường, tiến bộ, công lý hay an sinh xã hội để theo đuổi tăng trưởng kinh tế.

"30 năm trước, chúng ta không thể hình dung làm thế nào mối quan hệ của hai nước có thể đạt được những thành tựu như ngày hôm nay. Tất cả các hợp tác về thương mại và đầu tư sẽ tạo ra những đột phá hơn nữa vào dịp kỷ niệm 60 năm thiết lập quan hệ ngoại giao song phương", Thủ tướng Chính nói.

Trong cuộc gặp riêng trước diễn đàn, Thủ tướng Chính đã tiếp một số tập đoàn, hiệp hội lớn từ Hàn Quốc. Ông cảm ơn các đối tác Hàn Quốc đã đóng góp cho sự phát triển của Việt Nam trong ba thập kỷ qua. Ông kêu gọi sự hỗ trợ của họ với sự phát triển của đổi mới, nền kinh tế tuần hoàn, chuyển đổi kỹ thuật số và chuyển đổi năng lượng.

Bên cạnh đó, ông đánh giá cao những ý kiến đóng góp của các doanh nghiệp Hàn Quốc về môi trường đầu tư, kinh doanh tại Việt Nam.

Ông Lee Jae Yong, Chủ tịch Samsung Electronics cho biết: "Samsung và các doanh nghiệp khác rất vinh dự được đồng hành cùng sự phát triển của Việt Nam. Thành công của Việt Nam cũng là thành công của các doanh nghiệp Hàn Quốc".

Samsung đã rót 18 tỷ USD vào Việt Nam và cam kết nhiều hơn nữa trong tương lai.

Hiệp hội Thương mại Quốc tế Hàn Quốc (KITA) đề xuất hợp tác về chuỗi cung ứng khoáng sản thiết yếu giữa hai nước. Ông đề cập đến khoáng sản đất hiếm, là nguồn tài nguyên quan trọng mà Việt Nam có tiềm năng khai thác lớn. Hàn Quốc có các công nghệ tiên tiến trong lĩnh vực này, vì vậy đại diện KITA hy vọng sẽ hợp tác hơn nữa trong lĩnh vực này.

Đại diện KITA hy vọng những điều chỉnh sắp tới về thuế và các chính sách khác sẽ giúp các doanh nghiệp Hàn Quốc làm việc ổn định hơn tại Việt Nam.

"Chúng tôi tin rằng Hàn Quốc và Việt Nam sẽ đối phó với mọi thách thức và thay đổi dựa trên tình hữu nghị tốt đẹp và mối quan hệ bền chặt của chúng tôi", ông nói.

Thủ tướng Chính Chính đánh giá cao đề xuất này và hoan nghênh các doanh nghiệp Hàn Quốc đầu tư, mở rộng tại Việt Nam. Ông đề nghị chú ý nhiều hơn đến các ngành công nghiệp văn hóa và giải trí, vốn là thế mạnh của Hàn Quốc có thể thúc đẩy sự phát triển của Việt Nam.

PM's visit helps elevate Vietnam, RoK economic cooperation

The mass media in the Republic of Korea (RoK) has highlighted bilateral economic and trade cooperation between Vietnam and the RoK during Prime Minister Pham Minh Chinh's visit to the East Asian nation from June 30 to July 3.

The Korea Times, the Newsis News Agency - a privately owned news agency, and the KBS reported that the Vietnam - RoK Business Forum attracted about 530 participants including governments officials and representatives from ministries, localities and businesses from both countries, towards the goal of seeking measures to promote bilateral economic cooperation after the RoK and Vietnam upgraded their relations to a comprehensive strategic partnership on the occasion of the 30th anniversary of the establishment of their diplomatic relations in 2022.


At the forum, RoK Minister of Trade, Industry, and Energy Ahn Duk-geun highlighted measures to increase bilateral trade to 150 billion USD in 2030,and mentioned the potential for bilateral cooperation in clean energy and nuclear power.


Meanwhile, Prime Minister Pham Minh Chinh pledged to simplify administrative procedures and help investors reduce long-term costs through improving essential infrastructure, particular educational, transport and digital infrastructure.


The Korea Times affirmed that for the RoK, the strategic importance of Vietnam is rapidly increasing, as the Southeast Asian country has established itself as a significant production hub amid escalating trade tensions between the US and China.


The Yonhap News Agency, Hankuk Kyongjae, mk.co.kr and Chosun Ilbo newspaper said that recently, the Vietnamese Government has actively worked to attract investment in the semiconductor industry, noting that the Vietnam-RoK Business Forum witnessed the determination of the two countries’ leaders and businesses to together solve future challenges as well as their commitment to expanding investment and trade in areas such as digital transformation, supply chain, new and renewable energy and semiconductors.


The Business Korea said that the forum and the agreements signed on the occasion highlighted the potential for stronger economic cooperation and common growth between Vietnam and the RoK. The results of the forum are expected to pave the way for new business opportunities and promote stronger economic ties between the two countries.

One of the biggest IT companies in South Korea has recently expanded its reach into Thailand with a major acquisition. Thailand has a dynamic and expanding economy with huge potential for South Korean companies. That has convinced Kakao to take over two companies in Thailand (Studio Phoenix and Studio Orange). The two companies will be merged to run its content and commerce business from the area.  “Studio Phoenix and Studio Orange were incorporated into Kakao Entertainment Asia, which was established to expand its entertainment business,” a Kakao Entertainment official told the Korean Times. “Kakao has acquired these two companies with the aim of starting music, video, and commerce businesses in Southeast Asian countries.”  Kakao is an entertainment, mass media, and publishing company founded in 2010. They are perhaps best known for their app, KakaoTalk, a free mobile instant messaging platform with 220 million registered users. The move into Thailand is certainly strategically important, but South Korean companies have seen the potential within the region for a couple of years now.

Thailand is a growing country that has actively sought South Korean investment in recent years. The Korean Herald reveals that numerous companies from Korea have bases in Thailand, including CJ O Shopping, GS Home Shopping and Hyundai Home Shopping, and cosmetics firms Sulwhasoo, Laneige, The Face Shop, and Skin Food. That is a strong reflection on the potential within Thailand and the desire to welcome new investment.   Korea was the biggest foreign investor in Thailand in the first quarter of 2021. 


They accounted for more than $314m (฿366bn) or 17% of total foreign investment in the country. That’s a result of the Thai economy welcoming the retail outlets and becoming more tech-savvy. Therefore it is a major market for South Korean companies in the e-commerce, gaming, software, and other digital industries.   

Indeed, the Thai government has helped facilitate the growth in South Korean investment to benefit their overall economy. Expatbets explains how Thailand has one of the most dynamic economies in Southeast Asia, resulting from the forward-thinking policies of a government keen on developing the country. They’ve initiated reforms to make the country a better place to do business, and they now rank 21in the World Bank’s Global Ease of Doing Business Index.

South Korea’s top waste management company SK Ecoplant Co. is set to expand its business in Southeast Asia with an $80 million investment in Malaysia.  

The unit of South Korea’s No. 2 conglomerate SK Group said on Friday it signed a share purchase agreement (SPA) with the Malaysian government’s sovereign wealth fund Khazanah Nasional Berhad to buy a 30% stake in Cenviro Sdn Bhd. Khazanah currently holds a 100% stake in Cenviro.


SK Ecolant has yet to unveil the value of the investment, but it is known to be injecting 100 billion won ($80 million) into Cenviro for 30% of its new shares, investment banking industry sources said.  “Based on this strategic partnership, the two companies plan to use Malaysia as a hub for the Southeast Asian environmental market and expand the business to Singapore and Indonesia,” said an SK Ecoplant official in a statement.  The company also eventually aims to make inroads into the sector in developed markets such as North America and Europe.

Korea's company invests $120 million Malaysia

Korea’s SK Group to invest $700m in Malaysia

Aramco signs 10 agreements Saudi-Korean investment

The inauguration follows Hyundai’s signing of a Memorandum of Understanding (MOU) with the Indonesian government to build and operate a local manufacturing plant that will become Hyundai’s manufacturing center for Southeast Asian markets.    The ceremony was attended by President of the Republic of Indonesia Joko Widodo, Coordinating Minister of Maritime and Investment Luhut Binsar Panjaitan, Coordinating Minister of Economic Affairs Airlangga Hartarto, Minister of Investment Bahlil Lahadalia, Minister of Transportation Budi Karya, Minister of State-Owned Enterprises Erick Thohir, State Secretary Pratikno, Korean Ambassador to Indonesia Park Tae-sung, and Executive Chair of Hyundai Motor Group Euisun Chung.  Last December, Hyundai completed construction of the factory with an initial production capacity of 150,000 units. Hyundai plans to invest in the plant amount of around USD 1.55 billion and the production capacity is due to be increased to 250,000 units.

Hyundai Motor completes its first manufacturing plant in Indonesia with an annual production capacity of up to 250,000 units per year.

The plant is Hyundai’s first facility to produce battery electric vehicle (BEV) in Southeast Asia beginning with production of IONIQ 5 Hyundai to produce strategic models, including CRETA SUV and newly developed Multi-Purpose Vehicle (MPV) model for the Southeast Asia.

Korean company invests on Lao mega project 2.9 Billion

The General Logistics Department of the Ministry of Public Security recently signed documents to grant the right for the use of state land in the Km 62 area of Vientiane province for the construction of the US$2.9-billion Resort Lao Complex project.
An area of 1,200 hectares under the management of the Ministry of Public Security will be used by the Oriental Pearl Company Limited, a private company from the Republic of Korea (RoK), to build the complex.

An agreement on the development was signed recently by Acting Director General of the General Logistics Department, Police Brigadier General Thongsouk Yaeulaoly and the company’s President Mr Jeong Taejin, witnessed by Deputy Minister of Public Security Police General Kongthong Phongvichith and the company’s Chairman Mr Kim Won Pyo, alongside other officials from the ministry and the company.
Speaking at the agreement signing ceremony, the Deputy Director General of the General Logistics Department, Police Brigadier General Nouchone Konethongdam, said the Oriental Pearl Company Limited had in 2015 submitted a proposal to the ministry stating its intention to develop an area of 1,200 hectares at Km 62.

The Oriental Pearl Company Limited and the Ministry of Public Security signed a Memorandum of Understanding (MoU) on the project in February 2016 as a reference for the two sides to carry out a project survey and design, considered to be essential aspects of the scheme.
In late October 2022, the two sides reached an agreement on project development, which allowed the project developer to continue with the construction of the US$2.9-billion Lao Resort Complex.

The development will initially involve the construction of a new township, a tourist site and service complex centre, and will aim to boost economic growth and generate job opportunities for local people.
It is also envisaged that the project will be a boost to local investment projects by businesses operating small and medium-sized enterprises (SMEs), especially for vendors in Phonhong district, Vientiane province.

 Bangladesh's bilateral trade and investment with Korea will increase if an economic partnership agreement (EPA) is signed, Korean Ambassador to Bangladesh Park Young-sik said today.

The envoy spoke at a discussion on 'Korea-Bangladesh Economic Cooperation" at Pan Pacific Sonargaon in Dhaka to celebrate the 50th anniversary of establishing diplomatic relations between the two nations.

Korean embassy in Dhaka, Korea Trade-Investment Promotion Agency (KOTRA) and Korea Bangladesh Chamber of Commerce and Industry (KBCCI) jointly organised the event.

Bangladesh has been negotiating with its major trading partners, including Korea, to sign trade pacts to retain the preferential trade benefits after the country's graduation to a developing nation in 2026.

Bangladesh's bilateral trade and investment with Korea will increase if an economic partnership agreement (EPA) is signed, Korean Ambassador to Bangladesh Park Young-sik said today.

The envoy spoke at a discussion on 'Korea-Bangladesh Economic Cooperation" at Pan Pacific Sonargaon in Dhaka to celebrate the 50th anniversary of establishing diplomatic relations between the two nations.

Korean embassy in Dhaka, Korea Trade-Investment Promotion Agency (KOTRA) and Korea Bangladesh Chamber of Commerce and Industry (KBCCI) jointly organised the event.

Bangladesh has been negotiating with its major trading partners, including Korea, to sign trade pacts to retain the preferential trade benefits after the country's graduation to a developing nation in 2026.

The ambassador said Korea is the fifth largest investor in Bangladesh and recently the world's 10th largest economy has turned up as a major trading partner for Bangladesh in terms of export, import and investment.

Korea's RMG sector entered Bangladesh in late 1970s and the most recent Korean investments were made in the manufacturing industries such as automobile, mobile phones and electronics in joint ventures with the local partners, Young-sik said.

On export front, Korea is becoming a major export destination for Bangladeshi products, especially for the apparels because of competitive prices.

ইয়াং-সিক বলেন, কোরিয়ার তৈরি পোশাক খাত ১৯৭০ এর দশকের শেষের দিকে বাংলাদেশে প্রবেশ করে এবং সাম্প্রতিকতম কোরিয়ান স্থানীয় অংশীদারদের সাথে যৌথ উদ্যোগে অটোমোবাইল, মোবাইল ফোন এবং ইলেকট্রনিক্সের মতো উত্পাদন শিল্পে বিনিয়োগ করেছে।

The Prime Minister of Korea will visit Bangladesh this year

There are many opportunities to increase trade between Bangladesh and Korea. Necessary initiatives will be taken in this regard. South Korean Ambassador Lee Jang-Keun announced that the Prime Minister of Korea will visit Bangladesh with 100 businessmen this year. At this time, important decisions about Korean trade and investment in Bangladesh will be made.

Lee Jang-Keun added, "South Korean companies are eager to invest here because its market is expanding. It has demonstrated sustained economic growth. Its labor cost is comparatively lower, and the government is improving its policy support."

The Korean Export Processing Zone (KEPZ) has been allotted at Anwara in Chattogram for Korean investment in Bangladesh. There is a Korean investment process going on. Korea will increase trade and invest in Bangladesh. Korea has done, and is still doing, a lot of work in Bangladesh's garment industry including Ready Made Garments (RMG). Bangladesh is a very good business place. As a result, Korean investors are interested in investing in Bangladesh.


Invest in Bangladesh: South Korea is the 5th largest country in terms of foreign direct investment in Bangladesh

Korean Ambassador Lee Jang-Keun proudly mentioned, “South Korea is the 5th largest country in terms of foreign direct investment in Bangladesh."

Desh Garments was established in a joint venture with the Korean Daewoo Corporation. As many as 130 workers and staff were sent to South Korea for six months of training. Many of those trained now own garment factories. Many Korean entrepreneurs have also invested in this sector in Bangladesh.

Korea will invest 7.5 billion BDT in the new city east of Dhaka. This money will be invested in power distribution besides taking electric lines underground. Korea agreed to invest in this project at the Bangladesh-Korea Joint Public Private Partnership (PPP) platform meeting in Seoul on Wednesday, March 2, 2022.

Bangladesh is enjoying a golden time for investment due to its huge domestic market, growing exports, easy availability of power and infrastructure, government policy support, and large working population.


   

কোরিয়ার উদ্যোক্তাদের বাংলাদেশে বাণিজ্য ও বিনিয়োগের আহ্বান জানিয়েছে কোরিয়া। বাণিজ্যমন্ত্রী টিপু মুনশি বলেন, কোরিয়া দীর্ঘদিন ধরে বাংলাদেশের গার্মেন্টস সেক্টরে কাজ করছে। বাংলাদেশের বিদ্যুৎ ও অবকাঠামো উন্নয়নে আরও বিনিয়োগ করতে চায় দেশটি।

মন্ত্রী গর্বের সঙ্গে বলেন, গত অর্থবছরে বাংলাদেশ দক্ষিণ কোরিয়ায় ২৫৪ দশমিক ৮৪ মিলিয়ন মার্কিন ডলারের পণ্য রপ্তানি করেছে। মঙ্গলবার (২ জুলাই) সচিবালয়ে বাণিজ্যমন্ত্রী এ ঘোষণা দেন।


এ বছরই বাংলাদেশ সফর করবেন কোরিয়ার প্রধানমন্ত্রী

বাংলাদেশ ও কোরিয়ার মধ্যে বাণিজ্য বৃদ্ধির অনেক সুযোগ রয়েছে। এ বিষয়ে প্রয়োজনীয় উদ্যোগ নেওয়া হবে। দক্ষিণ কোরিয়ার রাষ্ট্রদূত লি জ্যাং-কিউন ঘোষণা করেন, চলতি বছর কোরিয়ার প্রধানমন্ত্রী ১০০ জন ব্যবসায়ী নিয়ে বাংলাদেশ সফর করবেন। এ সময় বাংলাদেশে কোরিয়ার বাণিজ্য ও বিনিয়োগের বিষয়ে গুরুত্বপূর্ণ সিদ্ধান্ত নেওয়া হবে।

লি জ্যাং-কিউন আরও বলেন, 'দক্ষিণ কোরিয়ার কোম্পানিগুলো এখানে বিনিয়োগে আগ্রহী কারণ এর বাজার সম্প্রসারিত হচ্ছে। এটি টেকসই অর্থনৈতিক প্রবৃদ্ধি প্রদর্শন করেছে। এর শ্রম ব্যয় তুলনামূলকভাবে কম এবং সরকার তার নীতি সহায়তা উন্নত করছে।

বাংলাদেশ কোরিয়ার দীর্ঘদিনের ব্যবসায়িক অংশীদার এবং ভালো বন্ধু। বাংলাদেশের সঙ্গে বাণিজ্য বাড়াতে আগ্রহী কোরিয়া। বাংলাদেশে কোরিয়ার প্রচুর বিনিয়োগ ও বাণিজ্য রয়েছে। বাংলাদেশে কোরিয়ার বিনিয়োগের জন্য চট্টগ্রামের আনোয়ারায় কোরিয়ান এক্সপোর্ট প্রসেসিং জোন (কেইপিজেড) বরাদ্দ দেওয়া হয়েছে। সেখানে কোরিয়ার বিনিয়োগ প্রক্রিয়া চলছে। কোরিয়া বাংলাদেশে বাণিজ্য ও বিনিয়োগ বাড়াবে। কোরিয়া তৈরি পোশাকসহ বাংলাদেশের পোশাক শিল্পে অনেক কাজ করেছে এবং এখনও করছে। বাংলাদেশ ব্যবসার দিক খুব ভালো। ফলে কোরিয়ান বিনিয়োগকারীরা বাংলাদেশে বিনিয়োগে আগ্রহী হচ্ছেন।

কোরিয়ার রাষ্ট্রদূত লি জ্যাং-কিউন গর্বের সঙ্গে বলেন, বাংলাদেশে সরাসরি বৈদেশিক বিনিয়োগের দিক থেকে দক্ষিণ কোরিয়া পঞ্চম বৃহত্তম দেশ।

দেশ গার্মেন্টস কোরিয়ান ডেইয়ু কর্পোরেশনের সাথে যৌথ উদ্যোগে প্রতিষ্ঠিত হয়েছিল। প্রায় ১৩০ জন কর্মী ও কর্মীকে ছয় মাসের প্রশিক্ষণের জন্য দক্ষিণ কোরিয়ায় পাঠানো হয়েছিল। প্রশিক্ষণপ্রাপ্তদের অনেকেই এখন পোশাক কারখানার মালিক। অনেক কোরিয়ান উদ্যোক্তাও বাংলাদেশে এ খাতে বিনিয়োগ করেছেন।

ঢাকার পূর্বাঞ্চলের নতুন শহরে ৭৫০ কোটি টাকা বিনিয়োগ করবে কোরিয়া। এই অর্থ মাটির নিচে বৈদ্যুতিক লাইন নেওয়ার পাশাপাশি বিদ্যুৎ বিতরণে বিনিয়োগ করা হবে। বুধবার (২ মার্চ) সিউলে বাংলাদেশ-কোরিয়া জয়েন্ট পাবলিক প্রাইভেট পার্টনারশিপ (পি) প্ল্যাটফর্মের বৈঠকে কোরিয়া এই প্রকল্পে বিনিয়োগে সম্মত হয়েছে।

বিশাল অভ্যন্তরীণ বাজার, ক্রমবর্ধমান রফতানি, বিদ্যুৎ ও অবকাঠামোর সহজ প্রাপ্যতা, সরকারের নীতি সহায়তা এবং বিশাল কর্মক্ষম জনসংখ্যার কারণে বাংলাদেশ বিনিয়োগের জন্য একটি সুবর্ণ সময় উপভোগ করছে।

  




Investment Climate Statements: Vietnam

Vietnam continues to welcome foreign direct investment (FDI), and the government has policies in place that are broadly conducive to U.S. investment. Factors that attract foreign investment include recently-signed free trade agreements, political stability, ongoing economic reforms, a young and increasingly urbanized population, and competitive labor costs. 


Vietnam has received USD 231 billion in FDI from 1988 through 2020, per the Ministry of Public Affairs (MPI), which oversees foreign investments.  Vietnam’s exceptional handling of the COVID-19 pandemic, which has included proactive management of health policy, fiscal stimulus, and monetary policy, combined with supply chain shifts, contributed to Vietnam receiving USD 19.9 billion in FDI in 2020 – almost as much as the USD 20.3 billion received in 2019. Of the 2020 investments, 48 percent went into manufacturing – especially in the electronics, textiles, footwear, and automobile parts industries; 18 percent in utilities and energy; 15 percent in real estate; and smaller percentages in assorted industries. 


The government approved the following significant FDI projects in 2020: Delta Offshore’s USD 4 billion investment in the Bac Lieu liquified natural gas (LNG) power plant; Siam Cement Group’s (SCG) USD 1.8 billion investment in the Long Son Integrated Petrochemicals Complex; a Daewoo-led, South Korean consortium’s USD 774 million investment in the West Lake Capital Township real estate development in Hanoi; and Taiwan-based Pegatron’s USD 481 million investment in electronics production.  Vietnam recently moved forward on free trade agreements that will likely make it easier to attract future FDI by providing better market access for Vietnamese exports and encouraging investor-friendly reforms. The EU-Vietnam Free Trade Agreement (EVFTA) came into force August 1, 2020. Vietnam signed the UK-Vietnam Free Trade Agreement on December 31, 2020, which will come into effect May 1, 2021. 


On November 15, 2020, Vietnam signed the Regional Comprehensive Economic Partnership (RCEP). While these agreements lower certain trade and investment barriers for companies from participating countries, U.S. companies may find it more difficult to compete without similar advantages.


Việt Nam tiếp tục hoan nghênh đầu tư trực tiếp nước ngoài (FDI) và chính phủ đã có các chính sách có lợi cho đầu tư của Hoa Kỳ. Các yếu tố thu hút đầu tư nước ngoài bao gồm các hiệp định thương mại tự do được ký kết gần đây, sự ổn định chính trị, cải cách kinh tế đang diễn ra, dân số trẻ và ngày càng đô thị hóa, và chi phí lao động cạnh tranh. Việt Nam đã nhận được 231 tỷ USD vốn FDI từ năm 1988 đến năm 2020, theo Bộ Công (MPI), cơ quan giám sát đầu tư nước ngoài. Vietnam recently moved forward on free trade agreements that will likely make it easier to attract future FDI by providing better market access for Vietnamese exports and encouraging investor-friendly reforms. While these agreements lower certain trade and investment barriers for companies from participating countries, U.S. companies may find it more difficult to compete without similar advantages.  In February 2021, the 13th Party Congress of the Communist Party approved a ten-year economic strategy that calls for shifting foreign investments to high-tech industries and ensuring those investments include provisions relating to environmental protection. 


On January 1, 2021, Vietnam’s Securities Law and new Labor Code Law, which the National Assembly originally approved in 2019, came into force. The Securities Law formally states the government’s intention to remove foreign ownership limits for investments in most industries, and the new Labor Code provides more contract flexibility – including provisions that make it easier for an employer to dismiss an employee and allow workers to join independent trade unions – although no such independent trade unions yet exist in Vietnam. On June 17, 2020, Vietnam passed a revised Investment Law and a new Public Private Partnership Law, both designed to encourage foreign investment into large infrastructure projects, reduce the burden on the government to finance such projects, and increase linkages between foreign investors and the Vietnamese private sector.

Vào ngày 1 tháng 1 năm 2021, Luật Chứng khoán của Việt Nam vàLuật Bộ luật Lao động mới được Quốc hội thông qua vào năm 2019 đã có hiệu lực. 


Luật Chứng khoán chính thức nêu ý định của chính phủ về việc xóa bỏ giới hạn sở hữu nước ngoài đối với các khoản đầu tư trong hầu hết các ngành công nghiệp và Bộ luật Lao động mới cung cấp tính linh hoạt hơn cho hợp đồng - bao gồm các điều khoản giúp người sử dụng lao động dễ dàng hơn trong việc sa thải một nhân viên và cho phép người lao động tham gia các tổ chức công đoàn độc lập - mặc dù ở Việt Nam chưa có tổ chức công đoàn độc lập nào như vậy. Vào ngày 17 tháng 6 năm 2020, Việt Nam đã thông qua Luật Đầu tư sửa đổi và Luật Đối tác Công tư mới, cả hai đều được thiết kế để khuyến khích đầu tư nước ngoài vào các dự án cơ sở hạ tầng lớn, giảm gánh nặng cho chính phủ trong việc cấp vốn cho các dự án đó và tăng cường liên kết giữa các nhà đầu tư nước ngoài và Khu vực tư nhân Việt Nam.
